{"id":2900,"date":"2023-01-10T12:01:00","date_gmt":"2023-01-10T12:01:00","guid":{"rendered":"https:\/\/fm-connect1.fortmindz.in\/wp-ogc\/?post_type=initiatives&#038;p=2900"},"modified":"2025-08-27T10:02:11","modified_gmt":"2025-08-27T10:02:11","slug":"chisp-1","status":"publish","type":"initiatives","link":"https:\/\/fm-connect1.fortmindz.in\/wp-ogc\/initiatives\/chisp-1\/","title":{"rendered":"Climatology-Hydrology Information Sharing Pilot, Phase 1"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">Introduction<\/h2>\n\n\n\n<p>OGC\u2019s Climatology-Hydrology Information Sharing Pilot, Phase 1 (CHISP-1) project was conducted as a Pilot initiative, a collaborative effort that applies technology elements from the OGC Technical Baseline and other (non-OGC) technologies to address Sponsor requirements and scenarios.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Project Objective<\/h2>\n\n\n\n<p>The objective of the CHISP-1 initiative was to develop an inter-disciplinary, inter-agency and international virtual observatory system for water resources information from observations in the U.S. and Canada, building on current networks and capabilities.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Summary<\/h2>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p>The Pilot was a collaborative effort that applied technology elements from the OGC Technical Baseline and other (non-OGC) technologies to Sponsor scenarios. The Pilot was conducted to \u201cstress test\u201d a set of OGC standards based on real-world application and experience. The majority of work for CHISP-1 was conducted from November 2012 through April 2013.<\/p>\n\n\n\n<p>The &nbsp;CHISP-1 Pilot Summary Engineering Report (ER) is available for public download&nbsp;at the link below. Additionally, there were 7 other organizations that were observers of CHISP-1.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"http:\/\/explorus.org\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Explorus Data Solutions<\/a><\/li>\n\n\n\n<li><a href=\"http:\/\/www.asascience.com\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">RPS ASA (Applied Science Associates)<\/a><\/li>\n\n\n\n<li><a href=\"http:\/\/www.gis.tw\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">GIS Research Center, Feng Chia University (GIS.FCU)<\/a><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Significant Achievements<\/h2>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For the first time, provided a capability for an EM Analyst (or anyone) to view trans-boundary upstream hydrometric (and groundwater) data via the web in near real-time.<\/li>\n\n\n\n<li>Developed a capability to monitor all available upstream stations independent of location or jurisdiction to generate an alert in case of flood and\/or drought.<\/li>\n\n\n\n<li>Developed and demonstrated use of the GetDataAvailability (GDA) operation for SOS v2 for retrieval of time-series WaterML2 encoded stream flow data.<\/li>\n\n\n\n<li>Demonstrated interoperability through integration of SOS, WPS, WNS, and CSW services along with the OASIS CAP standard to provide near real-time threshold monitoring and notification to support alert mechanisms across international boundary and jurisdictions.<\/li>\n\n\n\n<li>Implemented a single SOS service to monitor cross-border international water quality sample data.<\/li>\n\n\n\n<li>Demonstrated integration and interoperability of international data services using the SOS and WaterML2 for stream flow and water quality data in order to execute a web-based nutrient load model.<\/li>\n\n\n\n<li>Implemented a system to identify upstream water level and flow gauges regardless of relation to US\/CAN border.<\/li>\n\n\n\n<li>Implemented a Harvester capability to automatically retrieve and store time-series WaterML2 data for streamflow and water level; and to identify if an identified threshold value had been reached on a near real-time basis.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Pilot Use Cases and Functions<\/h2>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p>The CHISP-1 Initiative was designed to support these Use Case functions:<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Hydrologic monitoring and alerting for historical and current stream flow and groundwater conditions.<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Integrate trans-boundary stream flow and groundwater well data, as well as national river networks (US NHD+ and Canada NHN) from multiple agencies with emphasis on time series data encoded as WaterML2 and real-time flood monitoring.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img decoding=\"async\" src=\"https:\/\/portal.opengeospatial.org\/files\/?artifact_id=54781\" alt=\"\" style=\"width:657px;height:auto\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Calculation and assessment of stream flow nutrient loading into the Great Lakes.&nbsp;<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Access water-quality data from multiple agencies and integrate with stream flow information for calculating nutrient loads.&nbsp; In practice, a Pilot is where an OpenGIS specification \u2013 or set of OpenGIS specifications \u2013 can be \u201cstress tested\u201d and perfected based on real-world application and experience.&nbsp;
